A man with a history of domestic violence was charged Thursday for the death of his girlfriend in her apartment over two years ago. Charles Henry Foss, 36, was charged Thursday morning with one count of second-degree murder and one count of stalking for the death of 47-year-old Allison Jean Lussier. Court records say police began investigating after Lussier was found dead in her Minneapolis apartment on Feb. 22, 2024. Authorities say Lussier had been dead for several days when she was found. An autopsy indicated Lussier died from an acute subdural hematoma on the left side of her head and noted several other cuts and bruises on her body. Investigators say Lussier called police on Feb. 13 after Foss, who Lussier was in a relationship with, punched her in the head, made her take her clothes off, and put her in a chokehold. A criminal complaint says on Feb. 16 and around midnight on Feb. 17, Lussier called police again to report Foss was in her apartment and would not leave.
